1       Introductions, apologies, substitutions and declarations of interest

1.1 The Chair welcomed Members to the virtual meeting of the Children, Young People and Education Committee.

1.2 In accordance with Standing Order 34.19, the Chair stated that she had determined that the public were excluded from the Committee’s meeting in order to protect public health.

1.3 The Chair stated that if for any reason she dropped out of the meeting, the Committee agreed that Dawn Bowden MS would become Temporary Chair in accordance with Standing Order 17.22.

1.4 The Chair noted apologies from Janet Finch-Saunders MS. There was no substitute.

4.1 The Committee considered the evidence it heard in the previous session.

5       Curriculum and Assessment (Wales) Bill - evidence session 3 with representatives from the Regional Education Consortia

5.1 The Committee heard evidence from the Regional Education Consortia.

6       Papers to note

6.1 The papers were noted.

6.2 The Committee agreed to write to the Minister for Education to note that Members were content that, in light of the delay between the publication of the 2018-19 Annual Report and a potential date in the autumn term to debate it in Plenary, it would be more appropriate to lay it before the Senedd to note. Members further noted that they would welcome an opportunity in that debate to refer to points arising in the Committee’s scrutiny of Estyn’s 2018-19 report, if relevant at that stage.

6.3 The Chair agreed to meet with Health Inspectorate Wales to discuss the findings of  HIW’s follow up work on its youth thematic report, published in March 2019.

8.1 The Committee considered the evidence it heard in the previous session.

9       Forward Work Programme

9.1 The Committee considered a paper on the forward work programme.

9.2 Members agreed the following:

- to write to the Business Committee to request a meeting slot during the week commencing 19 October 2020, to enable Bill scrutiny to be completed;

- the suggested approach for paused work as a result of Covid-19 and;

- the work programme for the autumn term with the addition of the consideration of the Welsh Government review of school funding at the appropriate time.
